Abi, texted me yesterday and was wondering if I could accompany her to LTO and get a non-pro license. I told her that I can accompany her and at the same time apply for a student permit. Just now, i am checking the LTO website (http://www.lto.gov.ph) for the requirements for a student permit applicant. Which of which are the following:
Qualifications:
Must be at least sixteen (16) years old
Must be physically and mentally fit to operate a motor vehicle
Must be able to read and write the local dialect, Filipino or English
Requirements:
1. Original and photocopy of birth certificate. In the absence thereof, any of the following:
a. Joint Affidavit of two (2) disinterested persons who know the applicant and who can attest to
his/her age and identity accompanied by non-availability of record from NSO or the local civil registry office
b. Any legal document to prove his/her age and identity such as GSIS, SSS, passport or any government issued
documents
2. For applicants below 18 years old, parent’s or guardian’s written consent with photocopy of ID card to prove his
identity
3. Taxpayer’s Identification Number (TIN)
4. Duly accomplished Application for Driver’s License (ADL) form
Venue: Any Licensing Center or District Office
Student Permit (SP) Fee 150.00
Application Fee 100.00
Computer Fee 67.63

So, if there is anyone out there who would like to have a student permit, this are the as-of-now requirements. as to the ADL form stated in #4 here is the link, (http://www.lto.gov.ph/download.html). Look for Motor Vehicle Inspection Report (MVIR), download the file, print it out and fill it up :) For, students there is a need of your/our parents signature, sabi naman ni Abi, LTO has a provided letter already so all you have to do is go with your parent/guardian para di na ulit babalik.. Or maybe you can make your own letter of consent and just let your poarent/guardian sign it... (I'll try to tell you guys later if this is possible) The procedure for the registration are as follows:
1. Proceed to the Customer Service Counter to have your documents checked for completeness, and secure a Driver's License Application Form. (This form is available for download here. You can accomplish this form prior to transacting your business at the LTO.) Get a queue number and wait for your number to be called.
2. When your number is called, proceed to the transaction counters to submit all required documents to the Evaluator.
3. Proceed to the Photo taking/Signature Area to have your picture and signature taken when your name is called.
4. Proceed to the Cashier when your name is called to pay the necessary fees and obtain an Official Receipt.
5. Proceed to the Releasing Counter, present the Official Receipt and claim the temporary student permit/license.

Uhmm.. it's already 11.30am right now and i might go with Abi later to LTO San Juan cause there are less people there compared to the one near Juan Luna... so aun... that is all!
